NVF "Unisystem" was granted certificate of the National Bank of Ukraine on certification and functional adequacy of “InetTermII” Internet terminal with the money transfer function. On October 23-24, 2008 the Sixth Practical Conference "The National Mass Electronic Payments System.
Latest Technologies of Implementation of government and corporative
programs and projects" took place at the National Bank of Ukraine. The first day of the conference was dedicated to important issues of implementation of government and corporative projects with the usage of the NSMEP . In particular, there were presented such projects as "Student card", "Social card", 'System of medical insurance", "Loyalty system", "'System of custom payments". Reports were given by representatives of the Ministry of education, Express-bank, Imeksbank, CB "ARMA", CC "Soldi", "Kryptomash" Ltd., "New market technologies Group" Ltd. The issues of normative and technological provision of the projects were covered by experts of the NBU in the following lines: technology of work of a "group of banks", implementation of transactions with "more extensive structure of payments" and technology of "card patterns' preparation and development. The second day of the conference was devoted to issues of hardware and software provision of the NSMEP projects. The reports thereof were made by experts of the National Bank of Ukraine. They presented new technologies and specifications in such lines:
The second and the third group of reports was devoted to Internet payments and sub-systems of the NSMEP mobile payments. On the second day the presentations were made by such companies as:"Argus", Lime-Systems", Bankomzviazok", "Avtor", "Fianit", "Unisystem", ZOMP", etc. With the target of distributing the NSMEP Internet technologies, all participants of the conference were provided with relative software of the client part of Internet terminal and NSMEP payment cards, issued by CB "Express bank". technology (Protocol # 120 of 12.06.2008); MayOn May 15, Closed Corporation "Mobile Payments Service Centre" (CC MPSC) announced beginning of the commercial operation of the Mobile Payments System under TM “BANK-O-PHONE”, which shall allow to control and manage a bank account, as well as to effect payments by means of mobile phone. As of today, 7 banks-NSMEP members take part in implementation of MPI pilot project: "Ukrainian Industrial bank" Ltd, PC "Creditprombank", JSCB Forum", PC JSCB Ukrgasbank", PC CB "Ipobank", 'Financial Initiative" CB Ltd. and CB "Ukrainian Communal Bank". granting by the NSMEP Payment Institution of permits for use of

(Kyiv) on testing its operation in the NSMEP inter-bank mode (Protocol # 97 of 11.07.2007). CC "CREDITWEST BANK" (Kyiv) has become a NSMEP member as an issuer and acquirer since 02.07.2007. JuneKhJSCB "Zembank" (Kharkiv) has become a NSMEP member as an issuer and acquirer since 27.06.2007. As of 18.06.2007 the emission of NSMEP payment cards exceeded 1 500 000 pieces. The Council of the NSMEP Payment Institution has approved standard draft of agreement on rendering information services of the NSMEP processing centre (Protocol # 95 of 16.06.2007). The Council of the NSMEP Payment Institution gave permission to the Closed Corporation "CREDITWEST BANK" (Kyiv) to conclude an agreement on joining the NSMEP as an issuer and acquirer (Protocol # 94 of 14.06.2007). The Council of the NSMEP Payment Institution has approved Regulation on calculating commission for processing system inter-bank transactions on operations with NSMEP payment cards (Protocol # 93 of 12.06.2007). The Council of the NSMEP Payment Institution gave permission to the Closed Corporation JSCN "Lviv" on testing since 06.06.2007 its operation in the NSMEP inter-bank mode (Protocol # 92 of 05.06.2007). When testing is a success, the bank shall continue its work in the NSMEP inter-bank mode. "Arma" CB Ltd. has started its operation in the NSMEP system in one-issue mode and launched emission of payment cards.
On June
12-13, 2007 a seminar "The National Mass Electronic Payments System. Current
status and prospects of its development" took place at the Training centre
of the National Bank of Ukraine. There were discussed at the seminar
policy of the National Bank of Ukraine on further development and the
current status of NSMEP, issues of implementation of public-, student- and
transport cards on the basis of the NSMEP technology. MayThe Council of the NSMEP Payment Institution has approved standard draft of agreement on settling accounts between NSMEP members/participants on transactions effected with the NSMEP special payment means (Protocol #91 of 29.05.2007). The Ukrainian state firm "Ukrpost" together with the SPF "UNISYSTEM" provided an opportunity for an aggregated postal fund transfer effected by legal entities.
The implemented postal money transfer to natural persons by legal entities
is effected via Internet by the NSMEP payment means. Postal money transfers via Internet are effected on a twenty-four hour basis. The term of Internet postal transfer depends on working hours of a post-office and should be realized within two days. AprilThe Council of the NSMEP Payment Institution gave permission to KhJSCB "Zembank" to conclude an agreement on joining the NSMEP as an issuer and acquirer. MarchJSCB "Factorial-Bank" (Kharkiv) has become a NSMEP member as an issuer and acquirer. In accordance with the Resolution # 814 of 9.06.2006 of the Cabinet of Ministers of Ukraine, the works on Social Card development are carried out by various ministries and departments of Ukraine with participation of the National Bank of Ukraine. The Council of the NSMEP Payment
Institution granted certificate on functional adequacy of hardware and
software to be used in the NSMEP to: JanuaryOn January 9, 2007, the Verkhovna Rada of Ukraine passed the law of Ukraine # 537-V "On main principles of development of information sphere in Ukraine for 2007-2015". Issue 6 of the Article Ø of The main principles
envisages the necessity to increase and diversify electronic services via
development of the National Mass Electronic Payments System. The National Bank of Ukraine (letter #25-312/190-991 of 31.01.2007) informed banks on termination of the period of validity of the NSMEP payment cards, issued by banks in 2002. Thereby was recommended to change such cards according to a schedule and in due time to order chips by their manufactures. Commercial Bank "Volodymyrskyi" Ltd. (Sumy) filed an application to join the NSMEP as an issuer and acquirer. The Council of the NSMEP Payment Institution with its Protocol # 83 of 18.01.2007 took a resolution as follows: (NBU letter # 25-325/116-592) 1. For the 1 Quarter of 2007 to keep deposit of NSMEP members to the
insurance fund in the amount of 10 000,00 UAH.
2006DecemberClosed Corporation JSCB "Lviv" (Lviv) became a NSMEP member. The Council of the NSMEP Payment Institution gave permission to JSCB "Factorial-Bank" (Kharkiv) and Public Corporation "FINEXBANK" (Kyiv) to conclude agreements on joining the NSMEP, as well as to Research&Production Company "Argus" Ltd. (Kharkiv) as technical acquirer. The Council of the NSMEP Payment Institution gave permission to Public Corporation CB "Stolychnyi" (Sumy) to check its operating with the NSMEP in interbank operation mode. NovemberThe Kyiv branch of the Ukrtelekom Public Corporation has provided resources of paying telephone invoices (for service rendered by the Kyiv branch of the Ukrtelekom Public Corporation) via Internet with the NSMEP payment card. OctoberThe Council of the NSMEP Payment Institution gave permission to JSCB "Kyiv" (Kyiv), CC JSCB "Lviv" (Lviv), JSCB "Unex" (Kyiv), PC "Electron-Bank" (Lviv) to conclude agreements on joining the NSMEP.Due to the extension of the National Mass Electronic Payments System implementation volume, development of new technologies and their application fields, the Departments of information technologies and payment systems of the National Bank of Ukraine together with the "Inform-Kyiv" information and consulting centre will held a practical conference "The National Mass Electronic Payments System. New technologies for implementation of governmental and corporate programs and projects" on 19-20 October 2006. SeptemberClosed Corporation "Service Centre for Mobile Payments" became a NSMEP participant. The Ukrainian State Enterprise "UkrPost" became a NSMEP member. AugustThe Council of the NSMEP Payment Institution has approved Provisional resolution on functioning of mobile payment instrument in the National Mass Electronic Payments System and there was launched a pilot project on implementation of the mobile payment instrument in the NSMEP . According to the decision of the NSMEP Payment Institution "Finbank" JSCB has joined the interbank operation mode. Since 20.08.2006 banks- NSMEP members can order NSMEP payment-cards by payment instruments: "purse" and "cheque" with Hryvnia codes, common for both instruments PINs and with identification instrument "Student card" . The permission of the NSMEP Payment Institution for manufacturing of compatible cards was given to the Research Institute for applied information technologies (NDI PIT) July"Arma" CB, Ltd. (Kyiv), "Commercial Industrial bank", Ltd, "Stolychnyi" Public Corporation CB, "Odesa-Bank" Closed Corporation CB and "First Investment bank" Public Corporation CB became NSMEP members. JuneThe Council of the NSMEP Payment Institution has approved decision on provision of manufacturing environment, issue and functioning of NSMEP payment cards on the basis of chip modules of SLE66CxxP family (NSMEP-2 cards): • there was granted a permission for the use in the NSMEP the software for chip modules of SLE66CxxP family within UkrKOS v2.0 operating system and UkrCOIN v2.0 Supplement program, developed by the "Author" Ltd.; • there was granted a temporary permission for manufacturing of new NSMEP card (NSMEP-2) to "Plastic Card Enterprise", Ltd. by request of NSMEP members and participants; • NSMEP members and participants commit themselves before 31.07.2006
to update the certified software of the NSMEP software system with the
function of servicing of NSMEP-2 payment cards. "Renaissance Capital" Bank, Ltd. (Kyiv) and "Arma" CB, Ltd. (Kyiv) were granted permission of the Payment institution on joining the NSMEP. AprilThe banks-NSMEP participants have launched the stepwise software renovation of the operating NSMEP terminal hardware for servicing of the new generation NSMEP cards (on the basis of UkrKOS v.2.0 operational system and Financial supplements UkrCOIN v2.0 for SLEC66xxP microcontrollers. MarchJSCB "Odesa-bank" (Odesa) was granted permission of the Payment institution on joining the NSMEP. There was concluded a protocol with the Closed Corporation "Centre for mobile payments servicing" on performing works of adding a function of mobile telephone payments to the NSMEP technology (by the specialized SIM-card with bank functions). An application of Closed Corporation "Donmiskbank" on joining the NSMEP is under consideration of the Council of NSMEP Payment institution. A state-owned firm "ULISS" and "Servus Systems Integration" Ltd. perform works on adapting terminals and cash dispensers (BANQIT, Hypercom, Diebold) to be used in NSMEP. Preliminary works are to be completed in 2d and 3d Quarters this year. The National Bank of Ukraine in cooperation with the Research Institute for "Applied Information Technologies" is developing a student card with functions of a student certificate, bank payment card and incentive fare in cooperation with the Ministry for Labour and social Policy of Ukraine is developing also a social card. The National Bank of Ukraine completes development of specifications on extended payment for social payment transactions, including fare payments with a social and student card, fund transfer on bank account or on a recipient, receiving of statements of an account. A seminar "The Card System of the National Bank of Ukraine. Organization and Implementation Technology" took place at the Training centre of the National Bank of Ukraine (1, Andriivska Str.Kyiv). There reported at the seminar leading experts of the National Bank of Ukraine. Seminar participants received a new information on the following issues: 1) Functioning of the NSMEP software systems in regional divisions of the National Bank of Ukraine; 2) The procedure of the NSMEP implementation at the level of regional divisions. FebruaryA seminar "NSMEP: Current Situation and Prospects of Development. Implementation of the Bank Card Project" took place at the Training centre of the National Bank of Ukraine (1, Andriivska Str. Kyiv). There reported at the seminar leading experts of the National Bank of Ukraine and other NSMEP participants. On the opinion of participants ( 73 persons took part at the seminar) issues discussed have been important for both banking sector development and for economy of Ukraine in general.
2005DecemberPublic Corporation "TMM-Bank" (Kyiv) has joined the NSMEP. NovemberThe Resolution # 424 of 11.11.2005 of the Board of the National Bank of Ukraine has approved "Regulation on settling by the National Bank of Ukraine mutual accounts on transactions using payment cards of the National Mass Electronic Payment System". According to the decision of the NSMEP Council since 1 Quarter of 2006 deposit to the insurance fund for banks - NSMEP participants shall equal 10,000 Hryvnias. OctoberAs of 12.10.2005 the JSCB "Express-Bank" has issued half a million payment cards of the National Mass Electronic Payment System. JSCB "Pivdenny" (Odesa) and JSCB "Finbank" (Odesa) joined the NSMEP. SeptemberPublic Corporation “ÒÌÌ-Bank” (Kyiv) was granted permission of the Payment institution on joining the NSMEP. August"Universal Processing" Limited liability Company (Kyiv) has joined the NSMEP as the Banking Processing Centre. The NSMEP Council has adopted decision on permitting the Joint Stock commercial bank "Pivdenny" (Odesa) to join NSMEP. On 03.08.2005 a press-conference on the occasion of issue of one millionth payment card was held at the National Bank of Ukraine. The press-conference was attended by representatives of the National Bank of Ukraine, a holder of NSMEP one million payment card, the Association of Ukrainian banks, the Association "Ukrainian Union of the NSMEP participants and representatives of software -and terminal-equipment developers. JulyJSCB "Finbank" (Odesa) was granted permission of the Payment institution on joining the NSMEP. Public Corporation CB "Promeconombank" (Donetsk) has joined NSMEP. On July 16, 2005 one millionth NSMEP card was issued. JSCB "Imeksbank" became a issuer bank of one millionth NSMEP card. "Resolution ¹ 252 of 12.07.2005 of the Board of the National Bank of Ukraine has approved " Regulation on the Council of the Payment Institution of the National Mass Electronic Payment System". JuneThe NSMEP Council has
adopted decision on permitting: "Universalny Processing" Ltd (Kyiv) to join NSMEP as a banking processing centre and technical acquirer. May The NSMEP Council has adopted decision on permitting the Public Corporation CB "Promeconombank" (Donetsk) to join NSMEP. AprilIn accordance with the decision of the NSMEP Council the work technology on confirmation of NSMEP components compliance will be gradually given over to "UKRELEKON" company. FebruaryKyiv branch of the JSCB "Imeksbank" has joined the interbank operation mode. On February 22, a round-table session "Development Prospects for the National Mass Electronic Payments System" took place in the National Bank of Ukraine. JanuaryNew "Rules for the National Mass Electronic Payments System" have come into force since January 22, 2005.
2004DecemberThe National Bank of Ukraine has developed the "Rules of the National Mass Electronic Payment System" and submitted them for registration with the Ministry of Justice of Ukraine. NovemberAccording to Resolution # 512 of 26.10.2004 of the Board of the National Bank of Ukraine, the NSMEP-pilot project is considered to be completed and NSMEP - operation and maintenance phase is launched. An issue 2 of the Resolution on NSMEP - operation and maintenance phases has to come into force 10 days after a registration with the Ministry of Justice of Ukraine of the following two Resolutions: 1. Resolution # 511 of 26.10.2004 of the Board of the National Bank of Ukraine, which approves amendments to the Provisional Regulation on the National Mass Electronic Payment System. 2. August FCD Public Corporation "Inprombank" has joined the interbank operation mode. A Committee on putting the NSMEP into commercial operation is established in accordance with the Resolution of the National Bank of Ukraine ¹ 455-ð of 10.08.2004. This Committee has to analyze its readiness for commercial operation before 11.10.2004.
